When you take a few thousand samples from a uniform pool — here, five balls per drawing across roughly a decade — the counts do not land in a neat flat line. Random variation guarantees that some numbers run ahead of the benchmark and some run behind it, and the size of the gap you see above is typical for a sample of this size. A perfectly flat frequency table would actually be the suspicious outcome, not this one.

This is worth sitting with, because the least common Powerball numbers attract a specific bad argument: that they are somehow owed an appearance. They are not. The gap between the top and bottom of this table says nothing about the next drawing. It says only that in a finite sample of random draws, spread happens — and the longer the game runs under this matrix, the smaller that spread becomes as a share of each ball's total count.

Every count on this page comes from drawings on or after 2015-10-07 — the night Powerball switched to its current matrix of five white balls from 69 and one red Powerball from 26. Before that date the game used a smaller number pool. That single fact is why the cutoff matters: a frequency table that reaches back further is comparing balls that had unequal opportunity to appear. High numbers that entered the game in 2015 would look artificially rare next to numbers that have existed since 2010, and any ranking built on that mix is measuring the rule change, not the balls.
